How are the link colors controlled?

In the CSS that is embedded on the top of the page, the link color is set so it overrides the theme’s colors. The themes default link color is #ff9240. However, in page’s CSS changes it to #ffad00 and on hover displays #ff9240.

How do I control the link and hover colors?
